中央企事业单位车改方案公布 新配置轿车禁超18万-搜狐新闻  中央企事业单位车改方案昨日对外公布。要求中央企事业单位车改2016年底前基本完成,其中中央事业单位要求车改过程中不得购置新车,央企若购置新车,商务型经营和业务用车价格不得超过38万元(不含购置税),轿车型不得超过18万元。   国家发改委官网昨日发布《中央事业单位公务用车制度改革实施意见》、《中央企业公务用车制度改革实施意见》。官网信息显示,这两份文件已于2015年12月29日下发。   根据方案披露的内容,党中央、国务院直属事业单位机关本级公务用车制度改革2016年上半年完成;各部门所属在京事业单位公务用车制度改革2016年底前完成;京外中央事业单位公务用车制度改革按属地化原则,与地方同步完成。企业方面,力争2016年6月底前基本完成中央企业集团总部的公务用车制度改革工作,2016年12月底前基本完成中央企业各级子企业的公务用车制度改革工作。   据统计,中央企事业单位车改涉及一级预算的中央直属事业单位10余家,中央和国家机关部门所属的各级事业单位1万家左右,国资委管理的中央企业100多家,还有数十家中央金融企业及各部委管理的中央企业。据北京青年报记者了解,中央事业单位和企业车改实施意见分别由国管局和国资委牵头制定。   中央事业单位   各部门所属事业单位负责人不再配车   中央事业单位车改方案要求,确保改革后公务交通费用支出低于改革前支出,不能因此增加财政预算支出。   方案指出,党中央、国务院直属事业单位机关本级取消一般公务用车,保留必要的机要通信、应急、特种专业技术用车和离退休干部服务用车等车辆,在确保节支的前提下,对参改人员适度发放公务交通补贴,通过社会化方式保障其公务活动出行。各部门机关本级的机关服务部门可保留1至2辆后勤服务用车。   而各部门所属事业单位,取消一般公务用车,保留必要的特种专业技术用车和必要的业务用车等车辆,如医疗救护、新闻转播、科学考察、技术勘察、检疫检测、环卫清洁等特种专业技术用车,这些车必须长期搭载固定设备并进行标识化管理,不得在公车改革过程中新增车辆。   各部门所属事业单位的中央管理领导干部,由各部门自行选择确定参加公务用车制度改革或维持原有公务交通保障方式。各部门所属事业单位主要负责人改革后原则上不再配备工作用车。   不能又发交通补贴又报销交通费   取消一般公务用车后,党中央、国务院直属事业单位机关本级,公务交通补贴的标准、发放范围和方式及管理使用按照《中共中央办公厅国务院办公厅关于印发的通知》(中办发〔2014〕41号)有关规定实施。而各部门所属事业单位,对参改人员实行以按规定报销公务交通费用为主的办法,个别特定岗位确需发放公务交通补贴的应从严从紧核定并报本单位所属的主管部门批准。   公务交通费用报销额度及公务交通补贴标准,由主管部门根据取消车辆数量、运行成本和改革前交通费支出情况,在节支的前提下,按照不高于同地区、同级别机关相应层级公务员交通补贴标准的原则从严确定。   中央和国务院直属新闻媒体单位本级管理的新闻记者可根据情况由单位确定选择领取补贴或实报实销公务交通费用。不过方案强调,不得既发放公务交通补贴又报销公务交通费用。严格按规定控制报销或发放人员范围,避免普遍发放交通补贴或允许限额报销的福利化改革倾向。   中央企业   取消退休离休人员配备的公车   中央企业车改方案要求,中央企业应当取消与经营和业务保障无关的车辆,可根据生产经营特点和机要通信、应急、特种专业技术服务(生产)、商务接待、执纪等实际需要保留适当的经营和业务保障用车。   中央企业主要负责人原则上通过配备公务用车保障履职需要;中央企业副职负责人可由企业根据实际情况确定公务交通保障方式。采取配备公务用车方式的,不得发放任何形式的公务交通补贴。采取发放公务交通补贴方式的,取消为企业负责人配备的公务用车,每月按标准发放公务交通补贴或者按年度计算的补贴标准内据实报销公务交通费用。   其他符合条件的人员(如总经理助理等岗位)公务出行全部实行社会化保障,取消配备公务用车方式。中央企业根据岗位特点和生产经营实际,在有关部门核定的公务交通补贴标准上限内,分档确定公务交通补贴标准,每月按标准发放公务交通补贴或者按年度计算的补贴标准内据实报销公务交通费用。   取消为退休、离任或者调离本企业的人员配备的公务用车,不得为中央企业集团总部部门负责人及部门其他员工、非本企业人员等配备公务用车。   集团总部经营业务保障用车不超过两辆   央企车改方案并未禁止购置新车。方案要求,新购置的轿车型经营和业务保障用车配置标准原则上要控制在购车价格18万元(不含车辆购置税,下同)以内、排气量1.8升(含)以下。商务车型经营和业务保障用车要控制在购车价格38万元以内、排气量3.0升(含)以下。   改革后保留的轿车型经营和业务保障用车配置标准原则上不高于中央企业副职负责人公务用车配置标准,确因生产经营需要等原因必须配备较高标准经营和业务保障用车的,企业应严格履行内部决策程序,并严格控制数量,集团总部原则上不超过2辆。   另外,方案提出,完善公务用车使用管理程序,健全公务用车使用明细登记制度,确保每辆公务用车每次公务出行的详细信息有据可查。   针对中央企业各级子企业,方案指出,中央企业要统筹协调推进各级子企业公务用车制度改革,要从严确定子企业的公务交通补贴标准和参改人员范围,合理控制其经营和业务保障用车的数量和配备标准。本组文 本报记者 邹春霞相关的主题文章:
